Lethality Assessments and Law Enforcement

An act to amend the executive law and the general business law, in relation to requiring a lethality assessment in domestic incidents. The bill would require that the Domestic Incident Reports (DIR) include lethality assessment questions in domestic or intimate partner violence cases.
The bill would also require the Division of Criminal Justice Services and the Office for the Prevention of Domestic Violence to update the domestic incident report forms and develop training on administering lethality assessments for law enforcement by January 2027. By January 2028 all current law enforcement offices must complete the training and it must be incorporated in the training for new law enforcement recruits.
